The My Portfolio Tool Cookie Policy

1. Who is the controller of the user’s personal data? 

The controller of the personal data collected via the website mojeportfolio.ibe.edu.pl (hereinafter: ‘Portal’) is the Educational Research Institute – National Research Institute (Instytut Badań Edukacyjnych – Państwowy Instytut Badawczy) with its registered office in Warsaw, ul. Górczewska 8, 01-180 Warszawa, tel. +(48 22) 24 17 101, e-mail: ibe@ibe.edu.pl (hereinafter: ‘IBE PIB’ or ‘Controller’). 

2. What data are collected through the Portal and for what purpose? 

On entering the Portal, the user’s browser automatically sends information to the Portal, such as: 

  • the IP address of the computer sending the request, 
  • date and time of access, 
  • the website from which access is made (the URL of the referring website), 
  • the browser used and, if applicable, the operating system of the computer, as well as the name of the access provider, 
  • information about errors that occurred while browsing the Portal, 
  • information collected via cookies or other similar technologies.

The Portal controller uses cookies to improve the performance of the Portal and to collect and analyse information about users’ visits, such as the number of visits, average time spent, pages visited, browsing history on the Portal and other statistical data, in order to be able to provide relevant content tailored to the interests of the user. 

In the event that any of the cookies used by IBE PIB processes personal data, the processing takes place: 

  • in accordance with Article 6(1)(f) of the GDPR, i.e., on the basis of the controller’s legitimate interest in the optimal functioning of the Portal and in ensuring that the IBE PIB Portal is user-friendly, 
  • on the basis of the user’s consent in accordance with Article 6(1)(a) of the GDPR. 

Personal data may be processed for the possible establishment, exercise or defence of legal claims – the legal basis for the processing is Article 6(1)(f) of the GDPR – the legitimate interest pursued by the controller to protect its rights. 

3. What are cookies? 

Cookies are small files with information, which, when the user visits the Portal, are stored by the web browser on the user’s computer or mobile device.

Necessary cookies – are required for the Portal to function properly, enable the user to navigate the Portal and use its main functions, and should therefore always be enabled. These files are not stored permanently on the user’s computer or other devices and are deleted when the browser is closed. 

Functional cookies – affect the functionality of the Portal, allowing the Portal to ‘remember’ the settings selected by the user, e.g., language or font size. The purpose of these files is to enable the user to use the Portal in a manner best suited to their personal preferences, based on previous visits and selected settings. These files are not deleted when the browser is closed and are permanently stored on the user’s computer or device. 

Analytical and performance cookies – these cookies are used to assess the performance of the Portal, as well as to analyse the behaviour of visitors. These files enable the collection of information about visitors to the Portal, allowing IBE PIB to count visits and determine the locations from which users access the Portal, which helps IBE PIB to understand how the Portal is being used in order to subsequently improve its operation. All data collected by these cookies are aggregated and therefore remain anonymous. These files are not deleted when the browser is closed and are permanently stored on the user’s computer or device. 

Marketing and social media cookies – these cookies enable the delivery of advertising content more tailored to users’ preferences and interests, and can be used to develop user profiles, present more relevant or profile-relevant advertising on other sites, prevent the same advertisement from appearing again, and measure the effectiveness of advertising campaigns. These cookies may store information about the fact that the Portal has been visited from a particular device, and may also transmit such data to advertising partners. 

Session and persistent cookies – session cookies are temporary and stored in the browser’s memory until the browser session ends, i.e., until the browser is closed. These files are essential to the Portal, enabling certain of its applications or functionalities to work properly. 

Persistent cookies are stored in browser memory for an extended period of time, the duration of which depends on the choice the user can make in the browser settings. They facilitate the use of frequently visited pages by remembering the user’s preferences (selected language, resolution, content layout) and are used on the next visit. 

Own and external cookies – own cookies are installed by the visited portal controller and can only be read by the respective website. External cookies are installed by an entity other than the owner of the visited site in order to collect specific information, e.g., to analyse demographic data or user behaviour. 

4. List of cookies and similar technologies currently in use

5. Changing settings and deleting cookies 

In many cases, the web browser allows cookies to be stored on a device by default, but the user can change the settings at any time to block the automatic handling of cookies or to be informed whenever cookies are placed on the device. Detailed information about the possibilities and methods of handling cookies is available in the settings of the web browser. 
Examples of options for editing settings in popular browsers: 

  • Mozilla Firefox: support.mozilla.org, 
  • Microsoft Edge: support.microsoft.com/en-pl/microsoft-edge,
  • Google Chrome: support.google.com, 
  • Safari: support.apple.com, 
  • Opera: help.opera.com. 

The user can also delete cookies stored in a browser using the instructions below for popular browsers: 

  • Mozilla Firefox: in the menu, select ‘Library’ and then ‘History’, in the next menu select ‘Clear browsing history’ and specify the data you want to delete (e.g., cookies called Ciasteczka in Polish), 
  • Microsoft Edge: in the ‘Settings’ menu, select ‘Privacy, search and services’, then select ‘Cookies and other site data’ and tick cookies in the list, 
  • Google Chrome: in the browser’s options, go to the ‘History’ tab, then tick the ‘Clear browsing data’ box and select the data you want to delete, 
  • Safari: at the top of the page, click on ‘Safari’ and then ‘Preferences’, then click on the ‘Privacy’ tab and in the next step click on the ‘Manage website data’ button, 
  • Opera: click on the red Opera button, select ‘Settings’ from the menu and in the next step select ‘Clear browsing history’. 

6. Changes to the Cookie Policy 

In order to ensure that the Cookie Policy complies at all times with the current requirements imposed by law, IBE PIB reserves the right to amend it at any time. 

Users will be informed of any changes or additions by posts on the Portal with this information, and, in the event of significant changes, additional and separate notifications may be sent to the e-mail address provided by the user.
